In the Rates and Precedences step select the Mutex Parcel Subsets for Rates and for Priority created in Setup > Parcel Subsets, to be able to input agent rates and priorities in the Calendar. This feature allows to set Mining/Drilling/Charging of parcels in a specific order for a given block
