An Overflow Loader must load an Overflow Truck. Even if there are truck hours available, if the schedule doesn't have any real loaders, then it cannot load them. |

For example, if a digger is shared between the pit and the ROM, "Process Optimised Stockpiles Last" flag will cause it to overflow in the rehandle fleet instead of the production fleet. |
